It's illegal to obstruct public roads, footpaths and pavements. We’ll prosecute anyone who deliberately causes an obstruction without permission or a good reason.

Examples of obstructions include: 

  • builders' skips 
  • piles of bricks, sand or concrete 
  • road works safety barriers that have fallen over
  • scaffolding or hoardings
  • unauthorised signs
  • items from shops displayed on the pavement without authorisation 
  • tables and chairs from pubs, cafes and restaurants
  • abandoned or illegally parked vehicles
