Prior approvals and permitted development

Table 5 shows the amount of employment floorspace converted to residential floorspace through permitted development rights (PDR).

PDR allows certain development to occur without the need for full planning permission. This is subject to conditions. For more information, please see:

Article 4 Directions

Article 4 Directions remove PDR in certain areas of the borough. Therefore, applicants are required to submit a planning application.

Southwark has several Article 4 Directions. These are in the:

  • Central Activities Zone (CAZ)
  • town centres
  • protected shopping frontages
  • site allocations
  • railway arches and more

This is to ensure planning permission is submitted for conversion of certain commercial uses.
