Licensing and environmental protection

How we raise issues with premises licensing and temporary event notice (TEN) applications. How we review existing licences.

The environmental protection team advises on:

  • premises licence applications
  • premises licence variations
  • reviews of premises licences
  • minor variations of premises licences
  • temporary event notices (TENs)

Objecting to a licence application

We can make representations (objections) to licences, normally to prevent public nuisance.

If we think a licence application could cause a noise nuisance:

  1. We'll make a representation (objection) to that application.
  2. The licence applicant will get a copy of the representation.
  3. There will be between 38 and 56 days (usually nearer 56 days) to negotiate additional controls or other changes to the application.
  4. If we are happy with the changes we may withdraw the representation.

Reviewing an existing licence

We may ask for an existing premises licences to be reviewed if there are ongoing problems, such as:

  • operating outside of licensed hours
  • conducting unauthorised licensable activities
  • being associated with crime, disorder or public nuisance
  • public safety risks
  • children at risk of harm

Objecting to temporary event notices (TENs)

We or the police can object to temporary event notices (TENs). The public cannot object.

When deciding whether to make a representation to a TEN, we will check if the:

  • applicant has held similar events in the past with no complaints
  • event is in a format or location that could potentially cause complaints

We may give advice for TENs, such as:

  • making sure there is no underage alcohol sales
  • how to control noise levels
  • providing proper emergency exits
  • providing free drinking water to customers
  • maximum number of people on the premises
  • numbers of security guards needed
