Elephant and Castle shopping centre equalities analysis
On 20 October 2015, our Cabinet reviewed a report about the next steps for Elephant and Castle's regeneration, specifically the shopping centre.
They decided to conduct an equalities analysis to better understand how the redevelopment could affect different groups of people.
We hired AECOM Ltd in early 2016 to carry out the analysis. The first part involved a survey of businesses and customers. We spoke to 86 businesses and 502 customers to get their views. You can download the full analysis report below:

One key finding was that older people who use the bingo hall could face a ‘loss of social inclusion’ if the facility closed. We asked AECOM to do more research focusing on bingo hall users. The supplemental analysis can be downloaded below:

On 9 May 2017, the Cabinet looked at another report that presented these findings. The report also included ways to support local businesses and residents if the shopping centre closes. You can download this report using the link below:

Additional analysis was conducted in July 2017 to examine the impact on the bowling alley. You can download this analysis below:

This study found no specific issues that would affect our obligations under the Public Sector Equalities Duty (PSED).
As required by PSED, we keep checking on any equality issues. An updated report was commissioned in 2019 to see if there were new concerns or changes since the original study. You can download the updated analysis below:
