Occupied property exemption

You do not have to pay for certain types of occupied property.

Certain types of property or if they're occupied by certain types of residents are exempt from Council Tax.

You will not have to pay for an eligible occupied property, unless the exemption is time limited.

You must tell us about any changes within 21 days.

Check eligibility

You can apply for a Council Tax exemption if your occupied property is: 

  • a college or university halls of residence (you'll need confirmation from the college or university confirming use of the property)
  • an armed forces property
  • occupied by members of visiting forces (you'll need a certificate issued under Section 11 of the Visiting Forces Act 1952 or written confirmation from the relevant defence organisation)
  • occupied only by those under 18 (you'll need a copy of birth certificates for all residents)
  • occupied only by diplomats (you'll need written confirmation of your diplomatic status from your embassy, stating what class of diplomat you are
  • an annexe occupied by a close relative over 65 who is severely mentally impaired or substantially and permanently disabled (you'll need a birth certificate and confirmation from a GP of severe mental impairment and evidence of benefit, or permanent disability)
  • occupied only by severely mentally impaired people – if the property is in multiple occupation 50% will be taken off the bill and the landlord must pay the other 50%

If you're eligible, we'll send you a new Council Tax bill and payment instructions. 

Any payments you've already made will be taken off the bill.

If you apply and are not eligible you can appeal the decision.
