Rough sleeping in very cold weather
During extremely cold weather, we offer emergency shelter to rough sleepers.
In our Severe Weather Emergency Protocol (SWEP) we set out how we will do this. This makes sure we and our partners act fast to provide all rough sleepers with access to shelter.
