Tenant management organisations (TMOs)

A tenant management organisation (TMO) is an independent group that provides housing management on behalf of the council. TMOs are in a legal contract with us to run services including:

• cleaning and caretaking
• collecting rents and arrears
• repairs and maintenance
• dealing with anti-social behaviour and neighbour disputes
• making sure tenants are informed and listened to
• renting houses to new tenants
• managing major works

We support TMOs to:

• make sure all our tenants and homeowners are treated fairly
• achieve the council's priorities for offering housing
• help TMOs deliver a housing management service equal to or better than the council's
• promote diversity
