Ledbury Estate

After several years of investigation and discussions, Ledbury Estate residents have helped us decide on the future of the Ledbury towers.

In a ballot in 2021 residents helped us decide the future of the Ledbury towers on the Ledbury Estate. 86% voted to demolish the towers and replace them with high-quality homes. Bromyard House is already in the process of being rebuilt. Following a public vote, the names of the new blocks will be announced in early 2025.

Previously, in August 2017, emergency work was carried out after major issues were found in the structure of the 4 Ledbury tower blocks. This included the removal of the gas supply and introduction of the 'waking watch'.

Ledbury Estate colour options

Pre-allocated residents can choose the colours of various finishes in their new Ledbury Estate homes.

We're hosting in-person events on the estate for residents to see colours and product samples.

We’re also hosting this information online for anyone who cannot come to the estate.

Residents must make their decision by 5pm on Friday 7 February 2025. 

If we do not receive a decision from you by this time, the default option will be chosen on your behalf.

Fire risk assessments

Fire risk assessments for the blocks are carried out regularly. During the most recent check, it was discovered that existing issues have got worse.

When combined with new problems (caused by the lithium batteries needed for e-scooters), we have agreed that we cannot risk people living in the blocks long-term while we wait for the new homes to be built on site.

While we help residents move out of Ledbury towers, e-scooters, e-bikes, mobility scooters and other modes of transport that need lithium batteries, must not be taken into the towers. 

Urgent move from the Ledbury towers

We visited each household on Wednesday 31 July 2024 to explain they must move out sooner than expected for safety reasons. They were given a document with answers to questions they might have. We are speaking to each household about their housing options and how we will be helping with the move.

Ledbury right to return

Our cabinet member for housing, Councillor Cryan, signed an independent decision to guarantee the right to return for tenants in the Ledbury towers. You can read the full decision.

Options for leaseholders

Our cabinet has approved a decision to arrange a buy-back offer for leaseholders in the 4 Ledbury towers who would like to leave. You can read the full report.

We are also in discussions with all leaseholders who remained in the towers and who want to stay on the estate, with arrangements now in place for leaseholders to sell their current property and buy a new leasehold property in the new tower in phase 1.

Fire risk assessments

A Fire Risk Assessment (FRA) is a check which we are required by law to do for all housing blocks for which we are the landlord.

FRAs help identify what we need to do to prevent fire and help keep people safe in their homes. They are done using a standard checklist which is used for all FRAs across the country.

Fire risk assessments change over time but the latest assessment remains ‘live’ until a new FRA is done. See the latest FRAs for the 4 Ledbury tower blocks below.

Communications with residents

We keep copies and records of communications with residents.

They include communications about the Ledbury Estate with the estate's residents, like letters to residents from the council, ARUP engineers, and the London Fire Brigade. These concern fire safety, consultations and work programmes, and much more.

These communications can be requested from us and they will be sent to you.

The Arup report

Arup were appointed by Southwark Council to undertake a structural assessment of the 4 tower blocks on the Ledbury Estate.

How to bid for a new council home

Registration

If you want to bid for a new council home, you need to register on the Southwark Homesearch bidding website.

Once registered, you will be sent a confirmation letter informing you of the following:

  • your bidding number: 3xxxxxx
  • your unique reference: dd/mm/yyyy (this will default to the main applicant's date of birth)

You can also go to the Ledbury office for bidding support.

Options appraisal documents

Hunters carried out the Options Appraisal on the future of the Ledbury Towers.
