Appeal against the council’s CIL decisions

You can appeal against our decisions on CIL, either on the charge itself or the enforcement action we take. 

For disagreement against the CIL chargeable amount, you will have to submit a Reg.113 written request within 28 days for a senior CIL officer to review first, before you can go to VOA to appeal.

Please provide your CIL figures to support the Reg.113 review request, such as floor-by-floor area tables (both existing and proposed GIA) and/or the evidence that your existing building(s) has met required criteria to be credited. This chargeable amount review request will lapse if the development has already commenced or a CIL relief claim has been submitted.

You can appeal to:

  • the VOA if you disagree with a CIL charge in the liability notice we have reviewed
  • the Planning Inspectorate if you disagree with the commencement date given in the demand notice or the development for which the CIL stop notice was imposed has not started
