Community Infrastructure Levy (CIL)

Overview

The Community Infrastructure Levy (CIL) is a charge that local authorities can set on new developments. It raises funds for infrastructure, like schools.

View the charging schedules of Southwark's CIL and the Mayor of London's CIL, which we also collect.

We can charge for the same infrastructure using both CIL and S106 fees.

Southwark CIL spending is split between:

  • 70% for borough-wide infrastructure, such as major projects like the Elephant and Castle roundabout and the Bakerloo tube line extension
  • 25% for local community areas and projects
  • 5% to run the CIL

Read our infrastructure funding statements for more about Southwark CILs.

Liability for CIL starts as soon as planning permission is granted. View the standard CIL process flow chart (para.120 of CIL PPG).

Download CIL forms from the Planning Portal.

Read the Valuation Office Agency's (VOA) technical manual for the CIL.

CIL relief and exemptions

You can read about what forms of CIL relief and exemptions are available from the Community Infrastructure Levy.

You can read more about how to claim for relief or an exemption to the CIL on the Process and forms section of this page, in Stage 4: Claim relief or an exemption.

Calculating CIL liability

Use the CIL calculator

You can use this online calculator to work out your CIL liability.
