Local Development Orders (LDO) grant permission for a specified type of development, which means no planning application is needed.

Southwark District Heating Network LDO

The Southwark district heating network local development order (PDF, 578KB) grants planning permission for the development of a district heating network (DHN).

The network has:

  • pipes
  • cables
  • wires
  • heat exchange equipment
  • street furniture
  • signs
  • extra engineering

It is in defined areas of land in Southwark on the LDO map. But, there are conditions on its use.

The DHN has well-insulated underground pipes. They take hot water from the SELCHP Energy Recovery Facility to boiler houses on Southwark estates. There, heat exchangers extract the heat to provide heating and hot water. The cooler water then returns to the SELCHP plant for recirculation.

Unlike electricity and water companies, DHN operators do not have the right to install pipes and other equipment. They need planning permission.

To avoid having to make multiple planning applications, we can approve a LDO that specifies the work to be done.
