This guide contains annually updated tables and information on non-residential spaces delivery from 2022 to 2024.

Non-residential figures overview

The net figures are calculated after deducting the proposed demolition or change of use of existing floorspace.

The gross figures are calculated by using the proposed floorspace only.

Employment development covers these use classes
Class Uses
E(g) Uses which can be carried out in a residential area without detriment to its amenity, covering the tertiary use classes listed below.
E(g) (i) An office to carry out any operational or administrative functions.
E(g) (ii) The research and development of products or processes.
E (g) (iii) Any industrial process, being a use which can be carried out in any residential area without detriment to the amenity of that area by reason of noise, vibration, smell, fumes, smoke, soot, ash, dust or grit.
B2 General industrial. The carrying on of an industrial process other than one falling within class E(g).
B8 Storage or distribution. The use as storage or as a distribution centre. This includes open air storage.
Retail, leisure and community development covers these use classes
Class Uses
Class E Commercial, business and service.
E(a) Display or retail sale of goods, other than hot food.
E(b) Sale of food and drink for consumption (mostly) on the premises.
E(c) Provision of financial services, professional services (other than health or medical services), or other appropriate services in a commercial, business or service locality.
E(d) Indoor sport, recreation or fitness (not involving motorised vehicles or firearms or use as a swimming pool or skating rink).
E(e) Provision of medical or health services (except the use of premises attached to the residence of the consultant or practitioner).
E(f) Creche, day nursery or day centre (not including a residential use).
Sui Generis uses akin to retail and services

Such as: 

-pubs 
-drinking establishments  
-hot food takeaways 
-salons

Class F Local community and learning. Including learning and non-residential institutions, local community uses and outdoor sports/recreation.

 

Flexible uses are recorded by dividing the non-residential floorspace equally into the use classes it was approved for.

All figures reported may be subject to change based on future monitoring.

Use class changes in 2020

Please be aware that the use classes changed in September 2020. Any monitoring figures for old use classes have been converted to new use classes to reflect updates to the Use Classes Order.

Please note that some planning applications have not specified the sub-class of use classes E(g) and B1 at approval stage. These remain as E(g) in the records for monitoring purposes.
