Old Kent Road Action Area Plan

Together with the Greater London Authority, we're preparing a new development plan for the Old Kent Road and surrounding area.

Draft Old Kent Road Area Action Plan 2024 (Regulation 19 consultation)

The consultation on the Old Kent Road Area Action Plan has been paused and will be resumed early next year (2025). The publication of the new National Planning Policy Framework on Thursday 12 December now allows more time for the submission of area action plans. 

In order to avoid consulting over the Christmas period, we have decided to pause the current consultation and will resume in early 2025. If you have already submitted comments, these will be saved and carried over and there will be no need to resubmit them. However, if you would like to make further comments when the consultation resumes next year, you will be more than welcome to. There will be a drop-in event before and after the Christmas period, followed by formal consultation events when the Regulation 19 Consultation resumes.

The plan will guide and manage new development and growth in the area over the next 20 years. The plan aims to create a new high street environment for the Old Kent Road, with significant public transport improvements supported by mixed use development behind the road. 

This will incorporate around 20,000 new homes, including affordable homes, 10,000 new jobs, community facilities and new parks. 

The plan includes the potential for extending the Bakerloo Line from Elephant and Castle towards Lewisham with new stations along the Old Kent Road. 

The Area Action Plan (AAP) will be used to make planning decisions in the area and to coordinate and deliver the regeneration strategy. Following this consultation, the draft Old Kent Road AAP will be submitted to the Planning Inspectorate for an examination-in-public . The planning inspector will hold public hearings, inviting people who wish to speak to participate. We expect to adopt the AAP later in 2025.
